HMRC VAT Notice 744A (updated 18 May 2022)
VAT treatment of passenger transport: zero rate applies to aircraft with at least 10 seats; if carrying capacity is under 10 passengers the transport is standard-rated unless reduced/zero conditions are met; hiring an aircraft without crew is a hire of a means of transport, with crew it is passenger transport Most London helicopters seat fewer than 10, so passenger charters are normally standard-rated (20%). Operator quotes show VAT separately (ACS 'plus 20% VAT', Heli Air '+ VAT'). Source
